Just experience the problem when configure safeboot in msconfig for Windows 7.
The problem already existed before that when trying to reboot in safemode, the computer hang and nothing was turning up on the screen.
The problem was when I thought that the checkbox in msconfig (type msconfig in cmd) was actually be another way of doing boot in safemode, but it actually always force the boot sequence into safemode. This isn’t even possible to change with F8 at startup to change this to normal boot, in other words, I was looked into a safemode boot every time.
If you are looked and cannot start into command from savemode, then you probable think you are screwed. But it is possible to boot with a Windows 7 install disc, choose in the second screen “Repair” and CMD to get command line.
There go over to you windows harddrive and type:
bcdedit /deletevalue {default} safeboot
This will remove the safeboot at startup and I hope that it works for you that have this problem.

Thank you so much. I was finding it hard to believe that I was the only one with this problem.
Jose: Good it worked out for you. Strange problem 🙂
You, my friend, are my savior! I did the same thing and I knew there had to be a way to disable that option. Refreshing, system restore, startup repair, everything failed, but your little command line magic fixed everything. Thanks a million!
